Update 6/14/16:
City Council Workshop to review the Comprehensive Plan

The City Council held a workshop on June 14th to review changes to the draft comprehensive plan recommended by the Planning Board and staff. View the additional revisions since the Council’s public hearing on May 3rd (38MB). Most of the changes in the plan are wordsmithing, correcting typos, etc.; however, there are some substantive changes being recommended by the Board and staff.

An additional Council workshop will be held to continue their review, to followed by a public hearing at which the Council will vote to adopt the plan. Meeting dates and times will be posted when scheduled.

UPDATE 4/28/16 - EXCITING NEWS - PUBLIC HEARING!
The City Council will hold a public hearing on the City’s proposed new comprehensive plan, Legacy Lewiston, at 7 pm on Tuesday, May 3, 2016, in the City Council Chambers at Lewiston City Hall, 27 Pine Street. All interested parties are urged to attend and express their views.

VIEWING: There are two options for viewing the plan (may take a few seconds to load): View the Plan with the Planning Board's recommended changes summarized page by page (34MB) or view the Plan with the changes hidden  (35.4MB) (to view the hidden proposed changes and comments by the Planning Board, click on COMMENTS and COMMENTS LIST). UPDATE 03/03/16
CITY COUNCIL WORKSHOP HAS BEEN SCHEDULED FOR 03/08/2016 AT 6:00PM


The Planning Board has completed its review of the draft comprehensive plan, held a public hearing on it, and has forwarded a recommendation to the City Council that it be adopted with recommended modifications. See below for a link to the annotated plan.

The purpose of the Council workshop is to review the substantive changes to the draft plan recommended by the Planning Board and to begin the process of identifying any areas of the proposed plan, as modified by the Planning Board, that the Council may wish to discuss and potentially change. In addition to this workshop, state law also requires that the Council hold a public hearing on the plan. At a subsequent meeting following that public hearing, the Council will be asked to act on the plan.

UPDATE 02/16/2016
PUBLIC HEARING HAS BEEN SCHEDULED FOR 02/22/2016


The Lewiston Planning Board will hold a hearing on Monday, February 22, 2016 at 5:30 p.m. in the City Council Chambers, First Floor of the City Building to receive input and provide a recommendation for the City Council’s consideration adoption of a new comprehensive plan - Legacy Lewiston - for the City of Lewiston. UPDATE 10/30/2015 on DRAFT of the Comprehensive Plan "Legacy Lewiston 
 
At the request of City Council, a joint workshop with the Planning Board has been scheduled for November 10, 2015 at 6:00 PM for staff and the Board to provide an update on the status of the draft comprehensive – Legacy Lewiston. 

The Board is continuing with their review. Once completed, staff will again make note of their changes and recommendations and present their recommendation to the City Council for adoption of the Plan. Once adopted, a final bound version of the plan will be produced so that the Planning Board and City Council take steps toward implementation of the Plan.

UPDATE 9/11/15 on DRAFT of the Comprehensive Plan "Legacy Lewiston"

The Planning Board has nearly completed their review of the draft comprehensive plan. Having spent many hours reviewing the document, the Board has recommended well over 200 changes. Some are simple typos while others are of more substance.

The changes as proposed and shown make the plan look very busy at this time. That will obviously change once final revisions are made. The intent at this time is to show all proposed changes and recommendations.

The Board will be reviewing these changes and holding a joint workshop with the City Council. A public hearing will then be scheduled at which the Board will provide a formal recommendation to adopt the plan for the City Council’s consideration. From there, the Council will act to adopt the plan. Notice of the workshop and public hearings will be posted here and on the Legacy Lewiston Facebook Page

REVISED Public DRAFT of the Comprehensive Plan "Legacy Lewiston" and Schedule of Public Hearings for Adoption of the Plan (Below) 
 
Download the March 2015 DRAFT Lewiston Comprehensive Plan (34.0 – PDF. Please be patient for the download to occur, due to the file size involved).

The City and TPUDC (Town Planning and Urban Design Collaborative, LLC) have completed a REVISED draft available for public review. This version has taken into consideration the comments and suggestions provided by city staff, committees, and the public. A copy for viewing is also available at the Lewiston Public Library and City Hall, in the Planning and Code Enforcement Department. Black & white copies are available for purchase upon request; please contact Planning and Code Enforcement at 513-3125 or  for further information on copies. 
 
After a well-attended public meeting held in November and upon receipt of comments through December, city staff and TPUDC have worked to provide a revised draft incorporating the community’s comments and recommendations. The plan has been delivered to the State so that they may complete their review in hopes of providing a finding of completeness and consistency with the Growth Management Act of the State of Maine.

The Planning Board will be holding public hearings to review and provide a recommendation to the City Council for the adoption of a new comprehensive plan. Given the length of the document, hearings will be broken into specific sections. This will assist in keeping discussions to a manageable length and allow the public to attend sessions that are of particular interest to them.

Lewiston Comprehensive Plan Released For Public Comment - late August 2014

Great Community Input Occurred June 20-25, 2013!

Lewiston's Planapalooza: It was an intense, participatory design and public input process where all members of the community worked directly with a multi-disciplinary consulting team. The entire process was open to the public at all times.

You may be asking why the City of Lewiston is pursuing an updated Comprehensive Plan... and what is a Comprehensive Plan? Here’s the short answer:

The current Plan, adopted in 1997, ceased to be consistent with MSRA Title 30-A and Chapter 208 of the State of Maine’s Comprehensive Plan Revision Criteria Rule at the end of 2012. An update of the 1997 Comprehensive Plan would address new and future planning issues and result in a Plan consistent with the Growth Management Act of the State of Maine. The Plan will guide future growth, redevelopment, zoning changes and support many grant proposals.

The Comprehensive Plan is the foundation for determining effective public policy, master planning, and land use decisions for the future, and will provide an ongoing framework for informed and directed development. The Plan shall include goals, objectives, and strategies and utilize maps, graphs, and other imagery tools to analyze, assess, and recommend best practices for values-based planning, economic development, housing, infrastructure, and other improvements. The responsibility of the Plan is to reflect and respond to the priorities, values, and requirements of Lewiston’s residents, safeguarding the city’s history and sense of place while stimulating the conditions for short- and long-term needs and desires of Lewiston.

The city has engaged the services of Town Planning and Urban Design Collaborative, LLC (TPUDC) to assist in drafting a plan for adoption by the City Council and for a finding of consistency by the State. This planning process is expected to take 12 to 14 months with periodic meetings with the committee throughout the process.
