Responsibilities & Services
The City of Lewiston is a U.S. Department of Housing and Community Development (HUD) entitlement city, receiving Community Development Block Grant Program (CDBG) funding. Since its inception in 1974, this department has administered $40 million in CDBG funding providing a myriad of programs and services including rehabilitation, infrastructure improvements, park improvements, facade improvements downtown, and funds a broad range of social services.

In addition to the CDBG funding, community development administers $4.9 million in other federal, state and local grants including Environmental Protection Agency (EPA) Brownfields Program grants, HUD lead hazard control funding, Neighborhood Stabilization Program funding, Auburn-Lewiston HOME Consortium Grant for Lewiston. Other services provided in the department include:
  • Analyze housing data, prepare plan, set goals and administer the Action Plan, Analysis of Impediments to Fair Housing, and 5-Year Consolidated Plan
  • Conduct Section 106 Historic Preservation Review
  • Environmental Review process for new development
  • Manage the loan portfolio for rental development, housing and commercial loan programs
  • Provide technical assistance to all applicant types for the programs offered in the department
  • Underwrite loans for new rental development involving tax credits, historic credits, commercial rehabilitation, housing rehabilitation, owner occupied repair and home buyers purchase
